It is a question that asks if you know what the answer is and then shows you the value of answering that question.Of course, you don't want to just stick to your topic, but to answer the question in a way that the listener will be motivated to do what you have asked. You should always treat the question as a challenge, and not just as an opportunity to debate a point. You should keep the question open and allow the listener to ask additional questions, and this should lead to the reader being encouraged to continue the discussion with a better understanding of the t opic.
